Bridging theory and practice: ensuring professional development improves outcomes at your trust

All trusts have some form of professional development offer 鈥 but how can you be sure yours is making a difference in the classroom? Learn what trusts across the country told us is the key to ensuring professional learning has a real impact on outcomes.

Professional development has a range of benefits for school trusts, from embedding inclusive practice to staff retention and growing your trust鈥檚 future

Importantly, effective professional development also improves student outcomes 鈥 that is, it has a real impact in the classroom. But how can school and trust leaders build a professional development offer that has classroom impact? 

In 2025, we surveyed trusts across England and had in-depth conversations with six trust leaders to find out what talent development looks like in their trusts. Here's what we learnt about curating a professional development offer that has impact.

The impact of development on student outcomes聽

A report from the聽聽found聽that 鈥渉igh-quality CPD for teachers has a significant effect on pupils鈥 learning outcomes鈥.聽

They聽even聽found it to have more of an impact on student outcomes than longer school days or performance-related pay increases.聽

Professional development was also found to be the most cost-effective way to improve student outcomes:聽methods that were more effective at improving outcomes, like one-to-one tutoring, were also significantly more expensive.聽

This makes professional development an incredibly valuable tool for school trusts 鈥 but it must be聽implemented effectively to have a meaningful impact.聽

What聽makes learning聽impactful?聽

Our report focused on two types of professional development: teacher training, such as聽initial聽teacher training聽(ITT), for new teachers, and continued professional development (CPD) for in-post teachers.聽

When we asked聽trusts what they look for in professional development, high quality training content was the most common response for both CPD and teacher training.聽

But what does high-quality聽training聽look like?聽

Bridging聽theory and practice聽

Effective聽professional development聽bridges theory聽and聽the reality of everyday聽teaching聽practice.聽

Professional learning that聽focuses on the abstract rarely has an impact on classroom outcomes 鈥 effective and high-quality professional development should be聽both聽informed by evidence聽and linked to real life in the classroom.聽

Learning聽that鈥檚聽relevant to classroom practice has a clear application for teachers, making it easier for their learning to directly improve teaching practices and therefore student outcomes.聽

We do this at聽罢别蝉听滨苍蝉迟颈迟耻迟别 by designing our聽courses聽based on the following principles:聽

  • Learning聽objectives聽should be purposeful,聽coherent聽and linked to teacher聽development stages聽

  • Learning聽content聽should be well-structured,聽accessible聽and grounded in evidence about how people learn聽

  • Programmes support the development of adaptive聽expertise聽and professional聽judgement聽鈥撀爇nowing what works, why it works and how to apply it聽

How trusts can get there聽

We found several ways that trusts can聽provide聽professional learning that bridges the gap between theory and聽classroom聽practice.聽

Use real teaching scenarios聽

Anchoring professional development in real teaching scenarios and using real-world classroom examples聽provides context and means teachers understand the application of their learning.聽

Similarly, a focus on聽improving subject knowledge聽and classroom instruction embeds learning in聽a teacher鈥檚 daily reality, providing a direct application in the classroom and making it more effective.聽

For teacher聽training specifically, placements in different schools are particularly beneficial in enabling聽trainees聽to apply their learning in different settings. This聽shows聽them聽different ways聽of applying聽knowledge, providing a strong practical basis for theoretical learning.聽

Peer observation and discussion聽

Another way to increase the impact of professional development is with peer observation and discussion. This is another way聽you can聽give聽learning a practical basis, rather than merely teaching in abstract.聽

Learning does not always have to be a training course or module. It聽might look like learning from colleagues鈥 success, such as:聽

  • Case studies聽

  • 奥补濒办迟丑谤辞耻驳丑蝉听

  • Informal peer learning and discussion聽

Evaluate impact聽

Essentially, the聽impact of professional development needs to be measured聽鈥 you need to聽understand聽what鈥檚聽working and what聽isn鈥檛, and even an impactful learning offer might become less so as needs change over time.聽

Trusts often聽assess the quality of聽a聽learning offer聽by聽asking聽teachers聽for feedback.聽This might measure聽teacher satisfaction聽and can go some way to assessing the quality of a learning offer, but聽this does not measure its impact.

Instead of focusing on聽the聽immediate聽aftermath聽of聽learning聽(as a staff survey does),聽looking at changes to teaching practice and student outcomes enables you to understand the direct impact that professional development has had.聽聽

This is what allows you to celebrate successes, make changes where needed, and make your professional development offer as impactful as possible.聽

What聽trusts should avoid聽

We also聽identified聽less impactful types of professional development. These included:聽

  • Training content that heavily relies on theory聽but聽has no practical element or practical follow-up聽

  • Generic training content that has no link to聽what鈥檚聽happening in your own trust or individual school聽

We found that聽it鈥檚聽also聽key to聽communicate the evidence base聽for your trust鈥檚 learning offer, as well as its聽expected impact.聽

If teachers聽don鈥檛聽feel their professional development is聽informed by evidence,聽this can聽affect聽the聽practical聽application of聽the聽training,聽reducing聽its impact.聽
