This lesson builds on 2.8a to examine government responses to externalities and the challenge of managing common pool resources. Anchored in the carbon price problem, students evaluate the effectiveness of Pigouvian taxes, carbon taxes, tradeable permits, regulation, subsidies, education, international agreements, and collective self-governance. They also analyse common pool resources — rivalrous but non-excludable goods subject to the tragedy of the commons.
The CBCI progression moves from factual knowledge (drawing diagrams showing each government response and its effect on the market) through conceptual analysis (evaluating the strengths and limitations of each policy, including the measurement challenge) to transferable evaluation of which combination of policies is most effective.
